It revs high then sounds like it’s going to die in with a second, and repeats. This it a carb blockage? Thanks in advance

I think that's a pretty sound diagnosis Eric - the engine is starting to die, the governor opens the throttle to gulp more of the restricted fuel so it speeds up.....then dies again.
This is an easy carburettor to sort, a few pics would help if you need assistance.
