Due to hopefully selling off part of my garden i will now need to look at moving the existing oil tank. Who do I speak to? heating engineer, oil supplier or builder.

Much of the legislation we are forced to live with these days is a PITA but it’s mostly there for good reason. It will be an illegal oil installation with all the possible ramifications that go with it & in the event of an accident, his insurance company may decline to meet his or any 3rd party claim if a certificate of compliance for the installation can’t be produced. Cleaning up after contamination or even a fire can be very expensive & DEFRA are getting pretty strict on pollution issues these days so there is also the possibility of a hefty fine! I also know of an OFTEC installer who spends around 50% of his time inspecting, upgrading & certifying DIY or cowboy installations in order for property sales to progress; he likes doing this as it’s easy work & more profitable for him than new installation work.A few mates, a case of beer and a dark night would suffice once you've drained and disconnected the thing..!
