Due to hopefully selling off part of my garden i will now need to look at moving the existing oil tank. Who do I speak to? heating engineer, oil supplier or builder.
Any advice appreciated

Heating engineer or oil tank supply/installation specialist company.

Oil storage tanks are controlled building work & strictly speaking you must use either an OFTEC registered installer or, in the case of non-registered, notify LABC who will inspect & issue a compliance certificate. Depending on where you want to re-site your existing tank, its age & construction it may not comply with current regulations & a new tank installation may be required.

You may be asked to produce a certificate of compliance if/when you come to sell.

A few mates, a case of beer and a dark night would suffice once you've drained and disconnected the thing..!

Much of the legislation we are forced to live with these days is a PITA but it’s mostly there for good reason. It will be an illegal oil installation with all the possible ramifications that go with it & in the event of an accident, his insurance company may decline to meet his or any 3rd party claim if a certificate of compliance for the installation can’t be produced. Cleaning up after contamination or even a fire can be very expensive & DEFRA are getting pretty strict on pollution issues these days so there is also the possibility of a hefty fine! I also know of an OFTEC installer who spends around 50% of his time inspecting, upgrading & certifying DIY or cowboy installations in order for property sales to progress; he likes doing this as it’s easy work & more profitable for him than new installation work.

Fine if the OP chooses to ignore all of this but it should be an informed decision not one based on ignorance of the regulations or pub talk.

Yes of course, I agree with you entirely... I was just reminiscing to the 'old days' when joe public aka 'the layman' had greater competence and common sense and was able to tackle stuff like tanks of oil with responsibility, care and precision, even after drinking a case of beer with the tank moving assistants / friends.

Many thanks guys, i googled OFTEC installers in my area and have now emailed a couple with my requirements :)
