moving radiator in front of socket

I am upgrading a couple of radiators from old skirting rads to conventional style. Is it safe to place a new rad in front of an electrical outlet. (I wasn't planning on using it)!

No. Get it taken out or blanked at least.

If a pinhole forms in your radiator, or if you are draining down and water gets into it, not good
 
I would keep the socket.

Its fine to blank it off but most who do that use a polythene choc block which easily overheat.

Fire resistant choc blocks are not usually available.
