I would like to move my toilet to the adjacent wall
the soil pipe currently goes to the existing toilet from a vertical internal down pipe runs about 2 feet i would like to move it in all around 8 feet which would involve 1 90degree elbow is this permissable under current regulation

You need a fall on the soil pipe of 1" every 4 ft. So you're looking at a 2 1/2" fall on that run. The measurement to the centre of toilet outlets are normally around 7 1/2", so if you can get that fall from the WC to the soil stack you're ok.
