Moving wall closer to road and enclosing access to drains

The wall in our back garden currently sits a good few metres inside of the boundaries of our property and we're considering moving the wall out to make for a bigger and more private garden.

Outside of the boundary is the road (no footpath). There are also two drains currently outside of the wall but within our boundary.

Could anyone advise please as to whether we can move the wall right to the edge of the boundary, so it is at the road side?

We also need to consider the drains because moving the wall would enclose them. Do the relevant authorities allow for this if we can provide access?

Is your property fairly modern? If so, there may be planning restrictions on where you can re-build the wall.
 
It was built in the 80s. Obviously it raises the question of why was the wall put so far back in the first place.

If you are a corner plot, it is likely that there is an easement concerning access to the drains and preventing any development within a set distance.

From your description, it seems unlikely that you would get p.p. to build a wall to enclose all your rear garden.

(There is obviously a reason why the original developer did not enclose all the land within your curtilage as to do so would have made the house more saleable).
