Modern alarm boxes are not like the bulky ones in times past.
Today you can have a slim, unobtrusive panel on the wall with a series of, (usually), blue chasing lights. The sounders are electronic circuit boards so no big bell or horn to hide.
I'm convinced it's an alarm box.
As Bernard says, be prepared for a deafening noise when you get the cover off and might be kind to warn your neighbours first. Take a pair of wire cutters in case you can't disconnect the battery.
