Is there such a thing as a low level cistern (not a concealed cistern) that is no more than 300mm wide?

Not on its own, but there are close coupled suites with very narrow cisterns.

Dudley still make slimline toilet cisterns the nearest is 500mm (about £50)

No such thing. Not in the UK, anyway.

Why does it need to be so narrow?

Does sound very unusual, be interested to know why it has to be this width. whats so important about 16mm ?

The loo is going in the corner of the bathroom at the end of the bath, but there is a boxed in soil pipe running the full height of the corner; the WC can't go back to the wall, but is spaced out from it, with boxing behind it to conceal the pan connector. In order for the cistern to be directly above the WC, it would need to be no more than 300mm wide.

Still considering. Can you get wooden seats to replace the kind of soft-close seat that this one has? I'm not familiar with them.

Can anyone point me at some more close-coupled WCs with very narrow cisterns?

That looks just the job.

I don't think soft close wood effect seats are available due to the type of hinge.
I might be wrong but..... :wink:

Edit: I might have misunderstood your seat requirement.
Wooden seats are not available in that shape AFAIK, but a 'normal' wooden seat should fit. They normally have some adjustment available in the fittings.
