Need advice on an ill fitting window

Just started to redecorate today and found this under a plastic moulding...

The gap is about 1 to1.5 cm and is deep inside (ie above the top of the frame) and you can see glimpses of the outside through the gap.
We have had mould build up for some time and i was wondering if this might be the cause of it?...is a window suppose to have these gaps or was it put in in a shoddy way?

whats the best way of fixing it, back filling with sand and cement or expanding foam?

this is a rented place and we have been fobbed off for ages about this window but on finding this they WILL be coming out again to see for themselves....

i would go for foam but be careful as it expands about 100 times
leave the trimming till its set

those gaps are completely acceptable because openings can be out off parallel
 
You can get a low expanding foam which doesn't go much bigger than it's extruded size, toolstation have it for about £4/5. tape up the window frame although if does come off of pvc and glass ok you definatly dont want it on your carpet, hands or clothes. once it has set you can trim it back and fit some new pvc moulding trim to cover up the foam.

also, when you have used the expanded foam, seal it on the outside with silicone sealant and do the same inside with acrylic sealant or corking.

alternatively you could finish the inside of with pvc trim with would hide any marks. you can get stuff like that from wickes, b&q
