need advice re garden playroom base and choice

this is all very very new to me as my husband used to do all this. anyway I am moving house in the next few weeks and as soon as i get there i need to start going about installing a garden wooden playroom/xbox room. I need to comply with building regs so under the 2.5 m high rule. approx 3 x 3 metres on clay soil. it will be used all year round. i have a budget of about £6500

my son is not too bad at diy and can do windows /roofing and the insulation bit.

base wise i am not sure. i would have to pay someone to o a concrete base for me so need the cheapest option. someobe suggested some plastic mesh system to me and have googled it but no idea of its suitability for a project like this if some one could point me in right direction? approx how would the cost s compare with someone doing it for me concrete wise and the grid option?

sorry another query about the actual building. i really just want as few windows as poss and a door but also want it to look nice . have googled loads from diy to complete installations with electrics which cost over 12k but with my budget the flat pack type seems to be the most viable option then son can add insulation and roof an windows, can people suggest either better places or ones to avoid.? saw a couple i liked but then googled them and other sites gave up loas of really bad reviews about shoddy ,broken parts, bad service all round and inability to answer calls.
