need flue for a ideal independent C24

My bathroom is being refurbished and my plumber said we can’t have the horizontal concealed flue. Price for new verticle flue through pitched roof £600
All installed with ideal parts ( ideal independent C24)
Now we get F2 and boiler won’t run with cover on
Poor guy at it all day
Never seen it fitted hundreds of boilers and flues. any ideas I can give him
Ideal said not to use silicon on flue joints
