Neighbours Guttering

It has been raining heavily here recently and noticed that the end of my neighbours guttering seems to be pouring a hell of a lot of rain water into my garden. Doesn't really bother me that much and hate the thought of approaching them about it and was just wondering if I should be concerned? I posted a video on YouTube (because I have too much time on my hands). Thanks in advance

Very likely the outlet is blocked as already said.
It will not be doing his fascia and soffit any good.. so do him a neighbourly favour and tel him you are worried it will cause damage to his house.
