Need some advice neighbours next door moved the down pipe what we share it was in the middle of both our hosues they have moved it to the other end of there house now and where the down pipe was they have just put a ball in to the hole meaning when our gutter fills with water it has no where to go please could we have some advice on what to do they house just gone up for sale so dont want this to come back on the people who buy there house

Personally I would ignore it, the surveyor is unlikely to pick it up. However if you start discussing with your neighbour who is clearly a jerk then there's a risk it will become a dispute which you would need to declare on the sellers pack.

poke the ball out. then tell them is a problem for you . They are unlikely to want neighbour dispute while they are selling

If it was between your houses and your gutter fed into it, it must be a shared downpipe, which means they cannot remove it without your permission. Tell them to put it back.

Maybe they are thinking of taking it with them when they leave!
