We recently decided to replace our old Ideal RS55 boiler and controls for a modern wall mounted Optia HE18 (on the recommendation of our plumber) at the same time as updating our kitchen. All the old TRVs and LSVs were changed for new ones (apart from the bathroom which was directly above the old boiler and always heated up). We had a new pump and zone valve fitted, which was moved from under the floorboards to the understairs cupboard. Whilst fitting, we noticed the water was not heating from the boiler, the cylinder was found to be sludged, also there were not enough wires for the new control unit from the zone valve next to the HW cylinder, so this zone valve was moved downstairs next to the other.

Since then;
1. The new boiler is firing up and down every 60-90 seconds.
2. The bathroom radiator only gets hot if another radiator upstairs is turned up!
3. The water in the system is on maximum and even with the radiators on full, the house does not feel as quick to warm up as when the old boiler was installed.

I am loathe to get the plumber back in as he let the tank overflow causing damage to two ceilings and took five days to do what he said would take 1 day. he has tried billing me for the extra time but I have not paid.

Can anybody suggest where to start looking before I call another plumber?

Sounds like lack of circulation. Pump, air lock or lack of water in system would be my first 3 things to check.

And make sure that the ch and dhw are never on at the same time
Flow temp should be on 65 to 70, not on max as condensing will be down to little or nothing.
If your plumber really had an otia as his number one choice, I would start looking for another plumber anyway. Probably more a case of : for when you need one than if you need one
Might be an idea to get a good one in to check the whole system
