I need install a new circuit to an out building. The outside cable will be 6mm2 SWA, about 26m long. I am looking at a max load of 8Kw / 35A current max.

I need to fit a cable from the fuse board, to a junction box on the house wall where it transistions to SWA. This section will be in 10mm2 or 6mm2 T+E, about 6m long.

My existing consumer unit is a plastic case type, about 20 years old.

Can this new circuit be fitted to the existing CU or would a certifying electrician want the CU changed to a metal case version?

There is no reason to change the plastic CU, unless it is faulty or there is no space for new breakers or they are not available.
You need to contact an electrician because there are other considerations that you are probably not aware of, also he will size the cable.
