When adding a new circuit to a garage for example how would you calculate Ib on the sockets - is it calculated at 13a or 13a per socket or by the size of mcb depending on circuit type?

Ask the client what they are going to be using (at the same time), then add a bit!!

Think about a household 32A socket ring!! How many sockets are you allowed to put on one?? As many as you like!! (It doesn't mean that they are all going to be used!!)
 
if its a 2.5mm ring i wouldnt put more than 10 double sockets on a 32a mcb, or yu could run a radial circuit with 2.5mm cable and a 16/20amp mcb.
