New Downstairs Toilet

Hi All
I am currently putting in an application for a single story extension. The extension will include a downstairs toilet. The new toilet is aproxiamately 3 meters from the existing sewage drain cover, to which I am asuming I can plumb the waste into?

Do I need a soil vent on a downstairs toilet? or can the waste from the new toilet go straight under ground and into the drain? (mentioned above)

if it's just one ground floor toilet and the rest is on a single stack system, no vent is normally required, I believe, but you might just check with the people at Building Regs at the Council.
