When you say no, are you talking about the tenious debate that surrounds fittings on an exterior wall with the cabling directly back in to the building ?

Part P should apply to that. It is essential that a competent person installs external lighting to try to ensure there is no danger of electrical shock from a poorly /in correctly installed lamp.

Part P applies to all electrical work, but external fittings with cabling from inside are not notifiable (unless it is a new circuit)
