A high level radiator won't bleed properly whilst pump is on (although it should'nt really be a problem with a pressurised system).

To repeat Tonys question "do you get water out of it when you bleed it"?

yes, water out. I'll balance system and see what happens. Thanks to all of you for suggestions.

In that case I think you need a new pump - it's quite common the old pump still working but is not strong enough to circulate the water to the new radiator - balancing is a good idea although it's not the cause of this particular problem.
