New radiator hot at top, cold at bottom.

I recently installed a new double radiator in my living room (1800mm x 650mm) It's a lot bigger than all my other radiators in the house and only heats up at the top. The bottom of the radiator is cold. I have tried adjusting the lockshield valve but the bottom still won't heat up.

Any other advice on what I could try? All other radiators are OK.
