Ah, could this be a TT supply? Maybe the DNO determined that the neutral was not adequate for a TN-C-S supply. My shaky understanding is the customer's electrician would supply their own earth rod and a 100 mA RCD main switch in the CU. Bonding of gas and water would then be to the installation earthing terminal in the CU.
