tested the supply by putting the meter between the live and the neutral, they ended up with a reading of 0.34

the ze from the neutral to live is kind of indicating that its only just good enough....

Suppose on a PME supply, LN EFLI reading is same as LE.

But it doesn't tell you if the Neutral is rodded along it's way to facilitate PME.

No, it doesn't. The DNO needs to make up its mind whether the supply is suitable for providing PME.

So if a PME supply uses the neutral not the sheath why does that mean that a cable with a plastic sheath can't be used for a PME supply?
