Is it ok to run 16mm main earth from MET at service head to MET at landlord Area, then run 16mm from that MET to two flats?

60A main fuse for each flat, its three phase supply
other phase is for the small shop

I see no problem with the single 16mm² earth to a block and then the split into two as long as the appropriate labels are affixed at the blocks and it is on the diagram/schedule at the mains position.
I havn't got my book with me but I don't think there is anything to say the MET has to be at the intake and be the only one.

i thought that but wanted to double check
not much room under floor for extra cables if theyre not needed

Out of interest, how is the main protective bonding being done?
Are you running it from where water/gas etc enters the premises back to the MET (by the main incomer), then from where it enters each flat back to their respective ETs?
