Can I see L & N conductors in their own holes in that trunking?
Who knows - anything could be happening at the top of that trunking!

However, what about that Henley - is it being used as the origin of a TN-C-S (or maybe TN-C-S-C!) earth?

If the intent is to move the meter to this location, the DNO is quite allowed to do this without any MOP involvement!

Indeed. I'll rephrase. ... Do the L & N conductors on the right each have their own hole, or do they go through a shared elongated one or 2 holes with a slot cut between them?
Whilst you're at it, you might as well extend that question to the L/N pair on the left. Even though they are certainly close enough to be going through the same fairly small hole, they might not be!

There is an elongated hole with the meter cables and earth cable going through it.
