New Worcester Oil Boiler still runs when thermostat off.

I have a Worcester Greenstar 18/25 Combi Boiler that was installed earlier this month. The problem is that when the heating & hot water are on the room thermostat is ignored and the heating gets hotter and hotter. If i switch the hot water off the room thermostat kicks in.
I have had engineers out from worcester bosch to no avail. Please please can someone give some suggestions.

Check the wiring as per the installation and service manual.
Ensure the correct links are removed, though I do suspect WB enginners checked this.
