Newly Plastered Ceilings

I am after a bit of advice, we have just had all the ceilings in our house re-plastered. I have painted one of the ceilings but the finish is awful. I first put on 2 coats of watered down emulsion (half water / half emulsion and a splash of PVA), then 2 coats of pure emulsion.

Even after the 4 coats the finish looks terrible, when the last coat went on it looked fine while wet, but once dry it had looked like we hadn't put enough paint on the roller with lines and streaks, but i loaded it with paint! Do i need to just keep going until the finish is good, should i try paint pads, do i do a more watered down top coat!!! HELP!!!!
