No, he say what, in his opinion, he'd like it to contain. The White Paper has already been published, so he's a bit late with his suggestions.

The referendum asked people if they wanted to resign from the EU.

It didn't offer any options of what subsequent treaties, agreements or practices they hoped to end up with. So there is no mandate for what Brexit should be, except a resignation. Which has already been sent. We are now in the notice period.

Did I hear correctly last night on Question Time, Claire Perry (Energy Minister) said that a no deal Brexit would be so catastrophic that there are plans to ship generators to NI the day after Brexit, in the case of falling out without a deal? (35 minutes in).

She also stated that either DD or BJ had realised after the referendum how difficult it was going to be. (about 20 minutes in) Something which he thought would be simple prior to the referendum, and therefore something which he had campaigned on. But he did not have the honesty or integrity to admit his mistake to the Quitters that he had duped.
