No cold water in upstairs shower / sink

Hello all, hope you might be able to help, the plumbers haven't been much help.

We have no cold pressure in the upstairs shower/bath and sink, the hot water is fine. There's practically no the cold water pressure in the tap in the sink or the bath.

We have a new combi boiler (the problem was the same for the old boiler), and have no water tank in the loft. The pipes that were going to the old water tank have been connected together.

We previously had a low-water pressure problem throughout the house, however we had the mains pipe between the house and the street replaced, and the pressure has improved, with cold and hot in downstairs toilet/kitchen working perfectly, and a much better hot water water upstairs.

We've had a look at the two valves under the bath and the sink, opened/closed without any change to the cold pressure.

There's also a pipe going in and out of the loft, with another valve in the middle of it. The assumption is that this pipe runs the cold water into the bathroom. Playing around with the valve didn't have any effect. The valve was taken out, replaced by a hose to see the pressure at that point when the cold water goes on, and it was a trickle.

So we think that the problem is somewhere between the blue pipe coming into the house and somewhere along the route to the loft before it goes back downstairs into the shower.

Would be grateful for any suggestions / ideas as to how to fix this, or what the plumber needs to look at to fix it.

a blockage where the cold main goes upstairs.
i suggest running a 15mm pipe from where the pressure is good downstair up to the bathroom
