NO COLD WATER! (Lota mixer taps)

Some time back, the bathroom washbasin mixer taps stopped delivering cold water. A plumber sorted it out. New taps have since been fitted, but now, about a year on, the cold has stopped again. Is there a likely common cause - and if so, is it a big job to repair without calling someone in? (I'm pretty competent at DIY)! Thanks for any help.

More information needed.
Where is the point of failed delivery? Then you can work out whether the problem is in the tap or the supply pipes.
Can you remove the disc or disconnect the tap to check if water is arriving from the supply pipe to the tap?

What did the plumber do to sort it out?

Could be the same cause again.

Thanks. Convinced problem is in the tap (as on previous occasion), but can't find a way of removing the 4-way (x-head) tap handle without risking damage (having removed the retaining screw, obviously). Similar to this one:-

Looks like a normal tap.
Try protecting with a rag whilst tapping the head upwards Does not the tap cover/barrel unscrew? Grips and rags.

The cover unscrews, but there's not enough clearance to get a spanner or grips onto the nut - and there's not that much clearance left on the spindle to get something under the head to allow it to be "encouraged" off!
