No earth in circuit.

Hi all, I recently done a job fitting a new cu. All circuits were fine except the kitchen lighting. It was only two core and had no earth.
The client does not want any mess making in his new kitchen.
Would I be right in informing the client of the danger and putting it in his installation certificate.
Is it then up to him whether he has the work done or not?
Would I be doing the right thing in the eyes of the niceic inspector? As I plan this to be one of my two jobs for inspection.
Thanks for any advice.
Oh also, is it ok to run two small lighting circuits from the same 6a mcb?
 
If all the light fittings and switches are double insulated then there's no big deal.

Nothing wrong with two branches of the same circuit leaving a single MCB.

I was about to lead the O.P through the same ESC advice on a step by step basis ,but your links should put him on the right road.

Presumably it's not good customer relations to say to him "You complete tw@ - why on earth did it not occur to you to sort out things buried in walls and concealed above ceilings before you decorated them?".
 
As stated, you cannot have class 1 equipment on a class 2 circuit, this is pretty much common sense, should the metal casing become live then there is no return path for the fault current!
 
If The customer does not agree to the installation of a cpc then......

A Risk assesment is required.

1. Are there any other Metallic parts which can introduce an Earth potential simultaneously accessible with this light fitting ?
2. Is the Insulation Resistance between L/N and the M.E.T. at least 1 Megohm ?
3. Is the Insulation Resistance between L/N and the mettallic parts of the Class 1. Light at least 1 Megohm ?

1. If yes then Class 2 light is a must or dont connect the light fitting.
2. If No Then same as above.
3 If No then same as above

...if the tests permit the connection of the Class 1 light then a notice has to be installedm at the c.u warning of the lack of cpc at this circuit and instructing that any class 2 light fittings be NOT replaced with Class 1 type.
 
Oh yes and ensure that on the E.I.C that you state the C.U has been installed in line with the ESC Guide
 
Does NICEIC's ESC Guide have official regulatory status, i.e. following it means that you don't have to comply with BS 7671 any more?
