do what to confusing ?

whats a filling pipe ? if its 20mm below the incoming valve that probably the overflow pipe

sounds like a primatic cylinder.

It's back up into the loft for you. Have a good look round. You would expect to find a large water tank and a much smaller feed & expansion tank for the heating back boiler.
(There is one or two back boilers that can be used on a sealed system so have a look for expansion vessel/filling loop set up)

The pipe that you found over the water tank would be the expansion pipe from the cylinder and not a feed pipe.

If the F&E tank is not in the loft then look in the top of cupboards etc on the top floor.
It is almost certain that the cold feed is blocked or the F&E tank is empty.

definitely no header tank.the filling pipe for the c/h.is in the cold water tank approx 20mm below the ball cock fitting.never gets any water because the ballcock shuts off way before the water level gets that high.

you sure thats for the heating ?
the only pipe thats should be just below the ball valve is the overflow from the cws.

yes,let the cold tank fill to almost overflowing, water went down the 22mm pipe, got the pressure back in the rads.managed to fill em all back up.there is a 22mm vent pipe(inverted u shape ) present also from hw.
the only output from the cold w tank is to bottom of hw cylinder.
should i fit a seperate fe tank.

It could be, I have come accross cold feed coming off header tank.

Easy way to test is to hold down float and fill tank till the water comes over the outlet then try to vent the top floor rads.
