No power to = not doing anything or tested 0V?
Same with the boiler/clock?
Because there should always be a live of some form at a 3way, it just doesn't do much if the only live wire happens to be dhw off.
Points to faulty programmer, check for power out.
If nothing has power then suspect fuse.
