No hot water from boiler using Nest

I have fitted a Nest 3rd gen to an older Potterton 24HE combi boiler. It’s wired as per the instructions from Nest.

The hot water won’t come on unless the temperature is increased on the heating using the Nest.

Is this normal?

Many thanks

No, that's wrong in the summer you wouldn't be able to get hot water without the heating being on!

Sounds like the Nest is incorrectly installed. I assume that it worked correctly before you installed Nest. Some photos and a description of what you have done might help determine.
