No Hot water from boiler

Hi All,
looking for some help.
I have an old Back Boiler behind a fireplace in the dining room.
I can get hot water through my radiators but not through the taps when i use my boiler settings but I have to put my immersion on to get hot water to my taps (upstairs and downstairs).
The control valve next to my hot water cylinder is only 2 port and seems to work when I move the little lever on the side it returns to its original position.
I cannot find my pump as it is not near the cylinder.
Could the problem be anything to do with the small Feed/Expansion tank in the loft which seems to be empty.

I would appreciate any help or suggestions from anyone.

VERY likely!

Wiggle the ball valve and see if it fills.

If not then fill with a bucket and see if that gets it going. You only need 100 mm deep,

You may be able to latch the motor valve open if that is needed.
