France too.Interestingly the practice of limiting supply has been in operation in parts of Spain for some time whereby you pay for the amount of KW's you can use at any one time in total, not on an unlimited usage basis based obviously on cabling capacity.
Makes sense.They have previously used capacity 'trip switches' (ICP's), but funnily enough their smart meters now have this limit programmed in (and can be remotely changed) as do most other smart meters!

True. Gas and electricity can be cut off by digging up the road and cutting it off there, leaving the owner of the property with an even bigger bill (assuming it was cut off for non payment) to have it reconnected, although the gas can be cut off outside as well if the owner refuses to have an unsafe appliance disconnected. With a smart meter though, a flick of a switch, and it's all off. It would have made my life easier years ago.Did you know that should the electric company wish to shut down the supply of electric to a home, they don't need to do it via the meter?
