No water from bleed valve

Hi all,

I have a small radiator that is warm at the bottom but not at the top. I have tried to bleed the radiator but nothing comes out not even air. Is this likely to be an air lock? Thanks..

Hole might need cleaning.
Remove bleed screw with the system off and clean with a paper clip etc.
Refill if necessary and try again.
