I tried to use my outside tap today for the first time since last autumn but no water came out
It's similar to the one shown here:

Does the small hexagonal nut shown on the underside of the tap represent the check valve and is it possible that it has seized up over winter? Can it somehow be fixed or will it require a new tap?
