No way to turn on in heating in new house/boiler part missing?

Hi

Looking for some advice... recently moved house and have had no need for central heating yet. However, went to check the boiler to test out the heating and I can't see a way of turning it on. Fairly sure there is a dial missing which should allow me to turn it on (where it says on/clock symbol/off). There is no separate wall thermostat anywhere that I can see. Have they left us with unworkable heating?

We are planning to install a Nest thermostat anyway (had one in last house, just need someone to install it for us) so this may not be a problem, but it's a bit annoying in the meantime...
