I have a set of 4 halogens in my garage but want to add another light down the opposite end but unsure about hard wiring another onto the same circuit. I do however have one of these lying around and wanted to know if I can just add a length of wire to it and stick a plug on the end and do it that way?

If it's your garage you can do what ever you want. But might I suggest a plug in tail light might be safer.

That fitting won't have strain relief for flex as it is intended for use with fixed cabling. You'd need to make sure the flex is secured in some other way, so that if the flex gets tweaked or snagged it won't pull out of the fitting. Use no more than a 3A fuse if possible, certainly no more than the rating of the flex.

The garage is joined to the house, I thought this would be a quick, cheaper alternative that can be screwed to the exposed beams and if it would be safe to wire it in such a manner

It's perfectly acceptable.

I don't suppose it was intended to just have the flex dangling down from the roof of the garage.
Just clip the flex along to the socket position.

It could obviously be connected to the present lighting by using the same terminations to which the the existing lamp itself is connected, i.e. not the loop if it is so wired.
