You can wire into the 2 gang switch ONLY if the outside light and hall light are on the SAME lighting circuit.

The switch for the hall is a 2 way switch.
The switch for the outside light will be wired for 1 way.

So ONLY IF both lights are wired to the same circuit, connect your neutral to the neutral block (the bunch of black wires).
Connect the live to switched live part of the hall switch.

This will probably be either with the yellow wire or the blue wire.
You need to identify which of these two wires is LIVE ALL THE TIME.
Do this with a voltage tester. Work safely as this will be live.
Switch the switch, and switch the switch at the other end.
When you have confirmed which terminal is always live, connect your new wire to the OTHER terminal.
You should be joining to either the yellow or blue.

Alternatively, try the guess and check method.
Be sure to isolate all necessary circuits before working.

If the existing wiring at the switch is on two separate circuits you will have to think of another plan.
 
I think he has taken the earlier advice and stopped - listened to his wife - and one or two others on this forum and installed a proper light. ;)
