Is it possible for a semi-retired electrician to rewire a house and then pay the council to sign off the works?

Yes, provided the electrician can demonstrate competance in the design and installation of the re-wire and ( if the council cannot do it ) fully test the installation.

But the precise details vary from council to council so speak to Building Control at the council to see how they manage this type of project.
