Non Return Valve for a Valliant turbo max

Just wondering as a plumber say I need one of these as the pressure in the boiler is low. Just wondering what they do. The boiler will not fill with water.
He is quoting £70 for the part and £70 labour. Reasonable or not?
Think I have found a non return valve for about £10 online, just dont know if I am being had or not.
 
The filler loop fits to the non ret valve that feeds the heating side of boiler flow and return, filled from 15mm mains with tap to control the filling, filler loop should be removed when system is filled to correct pressure with an end cap fitted on nrv and tap, nrv costs about £5 whole job shouldnt cost more than £100.
 
And how long should it take?

And what is to stop the householder buying the part to prevent the ridiculous mark up?
 
Do you know which Turbomax you have ? is the filling loop a remote one or is it built in to the bottom of the appliance ?
