The reason the US is investing in those studies is to develop treatments they can use domestically. High HIV rates are good for running studies.

Cutting that funding is short sighted.

Cutting funding into how to prevent animal viruses crossing the species boundary is short sighted.

Cutting disease surveillance programs is short sighted.

Musk claims they're not going to shut down all the programmes, but freezing some is enough to ruin them. Firing 99% of the staff means most of the others won't be recoverable as too much institutional knowledge is lost.

I believe they've shut down their IT systems, and without ongoing maintenance it becomes harder and harder to bring them back online. Disaster recovery planning is a big thing for large organisations but there are some events so traumatic to an organisation there's no point planning to recover from them.

But that's the point. By law Trump can't do this, Congress sets spending and the president isnt allowed to override it. They've set fire to USAID so it can't be built back, even when the courts force Trump to reinstate it.

Trump's currently giving a press conference with the Japanese prime minister. One of the reporters asked about Musk and the USAID thing. Trump said it's just the beginning, all government departments will be checked for waste. Trump is going to be very open and transparent about this exercise as the American people have a right to know about what's happening in their government.
