Odd stripes

You cut in.
Then rolled wall.
Paint was set but not dry and you pulled off with roller.
Make sure the cutting in is dried for 3 hours before you paint over.
That's my guess.
I've had that happen to me but not as bad as I can see in picture.
Any trouble with paint I abandon as you can get skinning or peeling. Pickling up ect.
Stick to recoat times guide on can.
Recoat times are not the same as drying times.
Painting over can liven up the first coat.
