Odd (to me) garage leccy setup

Above are some images of the garage leccy setup. The garage has a door lifter, plus emergancy light. The high level and low level sockets are each on their own MCB.

What I don't understand is, why is there a "rocker/non latching" switch above the light switch which does'nt seem to do anything. Also, why is there a switched fused spur at the end of the low level sockets under the bike rack?

Could be a button to press to open the door if you're trapped?
You'd probably have to isolate the power and then unscrew the face plates to get more idea.

Oh yes could be, the old lifter was really old so it could have been added. I had a new one fitted.
