OFGEM Cap KWH and companies going bust

I'm trying to work out the cap and how its applied
The actual number till April 22 is £1,277 for a DD default standard variable tariff

My son's energy company went bust yesterday , and my daughters may be under threat (Bulb)
I'm with ESB Energy , Irish company so who knows
I have also read of some scams where they try to move you to different contracts and so avoid the cap.
various websites , martin lewis, forbes etc - say the cap is the cheapest deal.
OFGEM doesnt seem to have much info - loads of graphs and trends

BUT

its calculate on average usage , and then capped at £1,277 annual charge
BUT whats the KWH for an average use

I know my fixed rate gives me an annual figure of £1,090 as i take monthly figures
BUT not sure if i use the "average", so will may bills be capped at £1,277 regardless of what i use, dont think so .....
as you can pay more than the cap if you are above the average consumption?

Surely somewhere - it states

The average daily charge and the average daily KWH rate for Electric & Gas, and then the average household consumption ?

anyone know what these are for the price cap ?

I'm assuming the utility can set their own standard variable rate - and then based on average consumption ( ofgem ??? ) cannot exceed price cap
So I assume , the actual rates could be set based on this average consumption number anyway , and you cant be capped as in order to go above the 1,277 number would be met with average consumption
