oil boiler lock out

hi, the burner has locked out on our parents boiler, and i know from talking to them over the phone that the pressure in sytem is low. I cant explain to them how to top it up but just curious could low pressure lock the burner out? or is it just oil or burner faults that would case this?

Has the burner locked out, or is it the limit stat that has tripped?
Assuming that it is oil fired.
Low water pressure will not affect the burner.
 
thanks, yeah it is oil fired, and it is burner that has locked out.

oil boiler engineer it is then (they deff have enough oil)
