Oil Fired Heating System comes on without being asked.

We live at our current address for nearly 5 years and have on-going issues with our oil fired heating system.

The most persistent problem is that the boiler is coming on without us asking it to. ie we have have not pressed the "boost button" so that ir runs for 1 hour nor is the heating programmed to come on and it has not been left to run in a manual mode.

The other issue is that only radiators up stairs in the house are heating when the boiler comes on without us ask it to. I have had to disconnect the heating system from the mains power supply as this seems to be the only short term way of prevent it from coming on.

We have had various electricians and plumbers look at the problem but none have come up with a lasting solution. I have zero technical know how about how the heating system works but it sounds like an electrical problem to me. Has anyone else come across this and if so ae there any bright ideas as to how to deal with it?
 
frost stat set too high?if its not wired right boiler fires and gravity takes over hence upstairs only.
 
If you've got any motorised valves on the system it could be sticking or the auxiliary contacts in it failed. The valve usually controls the boiler firing.
