ok to remove chimneys when installing new roof?

I'm just about to put a new roof on the house and I want to take down the chimney, which is leaking . The living room stack is not even used and the dining room one houses an electric fire. The stacks merge into one in the loft (brick). I've been told I can take it down just below the level of the new roof and as long I install a couple of vents where they would have been this will be ok, can someone please clarify.
also
would it be possible to take the stacks down lower than the roof, say to the level of the loft floor without causing any structural weakness to next doors, who has an identical layout on the other side of the dividing wall (semi-detchaed) It'll really give the extra room I need when converting it into a 3rd bedroom.
