Old Central heating limiter - Heatsaver unit

Hi
Has anyone come across these units before i. e. The units marked as HeatSaver. One appears to be a controller and the other a relay unit. They appear to be restricting the central heating in some way. We have a back boiler which is working fine and we get steaming hot water via the taps etc but all the rads in this place only get luke warm. No cold spots on the rads but just luke warm.
