Old chiming clock now chimes one hour less than the true time

My wifes old chiming clock now chimes the hour one less than the actual time, also chimes 12 at one o'clock. She frequently moves the hands to the correct time after it has stopped but before winding it up. Any clues as to what's happened. No force exerted when moving hands.

Sounds like a cog has skipped a tooth, perhaps due to wear. Or the clock has been dismantled and re-assembled incorrectly.
 
Make the clock chime twelve

Pull off the hands and press them back on in the 12.00 position.

Sometimes moving on with the fingers knocks things out of sync but usually sets itself right within a few hours

Did she turn the hands backwards?
 
Some of the earlier movements have a small lever on the side that you click to manually move striking on.
On others hour hand can just be 'pressed ' on making adjustment easy.
Otherwise probably time for a service, I have a fair number of clocks/timepieces and am lucky enough to have a decent repairer.
Expect to pay £60 to £80 for a strip down clean and service.

That is one of the methods this is done. On our grandfather clock moving the minute hand backwards to about the nine moves the chime mechanism on one hour; there is a little click more felt than heard when that position is reached.

Doing that advances the chime mechanism and then moving the minute hand forwards to 12 causes the newly selected chime to be struck.
 
You have nudged the hour finger around its spindle by 1/12 probably when moving the finger hand round so its not in sync with the cogs inside, move it back 1/12
